Cases must be assessed on individual merits says planning chair
Preserving heritage versus allowing new developments is a 'difficult balance' for the Island's Planning Committee.
That's the admission of the organisation's chairman.
It comes after Kelproperties recently had its plans to redevelop the Newson's site on North Quay in Douglas refused.
