DEFA minister says it's been a "challenge"
The future of the Sulby Claddagh site is still a matter of discussion for the Department of Environment, Food and Agriculture.
The 12-acre plot has been operated by government for more than 30 years, but the introduction of its permit system has been controversial.
Last year, the department asked for expressions of interest for private operators to run the site.
