Bill was voted out by the House of Keys in April
Animal welfare legislation needs updating so that intervention is possible before cruelty occurs.
That's the view of the ManxSPCA almost two months after the proposed Animal Welfare Bill failed to get a second reading in the House of Keys.
The aim of the bill had been to protect companion animals - such as cats, dogs and horses - from harm and mistreatment.
