Legislation not ready for LegCo scrutiny
The first reading of the Abortion Reform Bill in Legislative Council has been delayed.
The member moving the legislation Bill Henderson made a statement on why.
Mr Henderson explained the need to have the full amended copy, as agreed in the House of Keys, in front of Council before they could start.
This wasn't ready due to the number of changes made and definitions required for health and human rights issues.
The legislative draftsman was also looking at any potential conflicts with existing legislation.
Mr Henderson pointed out it was best not to rush as the earliest the bill could receive Royal Assent is October which means it can't be promulgated on Tynwald Hill until July 2019.
