Amendments may be made to licensing contracts to help deal with cigarette litter in Douglas.
The town council wants licence owners to foot the bill for cleaning up cigarette butts in the areas outside their properties.
The chairman of the Environmental Services Committee says the council currently has to clean up some areas, at a cost to the ratepayer.
