Rushen MHK Juan Watterson says any changes to the Isle of Man's constitution should come from the House of Keys, which is answerable to the public, rather than the Legislative Council.
He made his comments after MHKs debated the latest ideas for having members of the upper chamber popularly elected.
The House backed a move to set up a committee to examine the proposals, which were put forward by David Callister MLC.
But Mr Watterson has doubts the debate was worth having:
