A Travel Consultative Group could be up and running on the Island in a few month's time.
Members of the public currently have a chance to put forward their views.
The idea for the initiative was recommended by the Tynwald Select Committee report into the Steam Packet in November 2008.
The Department of Infrastructure started a formal consultation process earlier this month and members of the public are being urged to put forward their thoughts, via the government's consultation website, before December 24.
Member for Harbours, David Callister MLC, expects the group to be active soon.
