A former treasury minister is questioning how the outgoing government can justify pay rises of 18 per cent.
Eddie Teare, who served in the Allan Bell administration, claims high ranking civil servants have seen the boost over the last five years.
He believes some of the blame must be levelled at backbench MHK's for failing to properly scrutinise information and call government to account.
