The social care minister says three fundamental principles must underpin government policy.
Chris Robertshaw was speaking as Tynwald prepares for a wide-ranging debate on the future of social care next month.
After a lengthy consultation, Mr Robertshaw says it’s vital to protect the vulnerable, ensure fairness and rebalance rights and responsibilities:
