
Rob Mercer says he has no involvement in Earthscope Ltd and has declared the connection through official government channels
A Legislative Council member has responded to questions raised in a news article about a company carrying out carbon literacy training for the Isle of Man Government.
The article, published by Manx.News, reported that Earthscope Limited - the company delivering training - is registered at the home address of MLC Rob Mercer.
It also stated that Mr Mercer, who is Chairman of Tynwald’s Environment and Infrastructure Policy Review Committee, has not declared any links to the business in Tynwald’s Register of Members’ Interests.
In a statement issued in response, Mr Mercer explains that while the company is registered at his home address, it is owned and run by his daughter and her partner.
He says he is not a director, shareholder, or beneficial owner, nor is he involved in the company's decision-making.
Mr Mercer said his register of interests is accurate and up-to-date.
He adds that he has disclosed his connection to Earthscope Ltd through a related party transactions form, which is published annually in the Isle of Man Government's audited financial statements.
He explains this is the required process for declaring when a relative has a contract with government.
Addressing suggestions about his role as Chair of Tynwald’s Environment and Infrastructure Policy Review Committee, Mr Mercer says the committee does not have responsibility for departmental spending, which instead lies with individual departments and Treasury.
He adds that he is fully aware of and follows the government's conflicts of interest guidance, and is satisfied that all potential or perceived conflicts have been properly declared through the correct channels.
Mr Mercer concludes: "I am committed to the principles and practice of transparency and I am happy to meet anyone with concerns or constructive ideas for improvement."
