Tynwald to discuss matter in Autumn
A new report is critical of the way Manx Radio has been managed in recent years.
The document, by Tynwald's committee on public service broadcasting, will be presented to Tynwald this month but any debate will not happen until after the summer recess.
There are six recommendations made by the Select Committee, chaired by Ramsey MHK Dr Alex Allinson.
They wish to redefine what public service broadcasting is with impartial news and Manx content compulsory but entertainment a discretionary element.
Commercial revenue for Manx Radio from adverts and sponsorship should be progressively reduced and ultimately removed with Treasury to work towards this end as shareholder.
A broadcaster should budget for a surplus each year and Tynwald should intervene if a loss is being forecast.
Treasury should play an active role in planning the strategic direction of the company in the medium to long-term and the recruitment of directors.
The report says if Treasury does not have time to do this, ownership should be transferred to another body.
And no public funds should be committed to public service broadcasting without the agreement of Treasury, the Communications Commission, and the owners and directors of the broadcaster.
