
Changes planned by the government will, in some respects, redefine the welfare state in the Isle of Man.
That from Chief Minister Allan Bell, who was speaking to Manx Radio after delivering his 'Address for Change' speech in Tynwald.
In it he outlined what government's priorities would be over the coming years.
And he says you won't see changes happening to departments all at the same rate:
