The chairman of Travelwatch - the Island's independent transport watchdog - says the public needs to be given a chance to consider any changes made within the public sector.
Brendan O' Friel was speaking after the release of the Scope of Government report.
It contains suggestions for contracting out services such as the airport and harbours.
Chief Minister Allan Bell has stated he wants thorough discussion on the report to discover, "what the public finds acceptable and what they don't"
Mr O'Friel says the report is a good starting point for much needed change in public service delivery on the Island.
When it comes to the airport and harbours he has very clear views on the way forward:
Relatives seeking clarity over potential plans to relocate dementia patients
MHK calls for action over 'atrocious' road signage
Cruise passengers affected by downed railway lines
