The 2018 Manx Budget has created only 'an illusion of giving', according to trade union Prospect.
Island representative Angela Moffatt has criticised cuts to services in tandem with a continued 1% cap on public sector pay rises.
She claims wage increases are largely on par with those seen in the private sector.
