The Island is facing the biggest threat to both its social and economic future.
Chief Minister Allan Bell says a national debate is now needed on how to provide pensions, health care and social services in a viable manner.
It follows a report from Social Care Minister Chris Robertshaw which confirmed under-45s are facing a future without acceptable state pension provision.
Allan Bell says the current system is not sustainable.
