Lawrie Hooper is looking to introduce a 'self-declaration' method
A motion will be going before next month's Tynwald sitting to try and reform the local authority rates system.
Ramsey MHK Lawrie Hooper believes the existing structure is 'broken' and the government is 'refusing' to try and resolve the issue.
His proposal will ask Tynwald to introduce a 'self-declaration' method, which is currently used for calculating income tax and national insurance.
Mr Hooper says this model 'can work' and is 'fairer' than what is in place.
