Enterprise minister insists 'clear structures' in place
An MHK says she fears the Island's work permit system is 'open to abuse'.
Every year the Department for Enterprise carries out 200 visits to employers to ensure the rules on hiring non-Manx workers are being followed.

Enterprise Minister Tim Johnston admits there are always going to be those who try to exploit the system.
