South Douglas member Kate Beecroft will next week ask Tynwald to voice its disapproval after the Council of Ministers progressed the £4.5 million deal without the need for Tynwald backing.
The rescue package includes a £1.3 million loan, plus £3.2 million to buy land in Douglas earmarked for development.
Mrs Beecroft is questioning whether it has been done legally.
