Infrastructure minister says 'change of emphasis' needed
Restricting speed limits to 20mph in town centres would help make them 'special places', according to the infrastructure minister.
The measure could come into effect next year pending the results of a consultation.
Ray Harmer says it important to shift the emphasis in those areas from the motorist to the pedestrian.
He claims there would be 'more resources available' to enforce any new speed restrictions put in place:
