A union leader says a consultation now underway on proposals to grow the Manx economy underlines a lack of government foresight.
Amongst others things, the public are being asked their views on how to supply a range of business sectors with suitably qualified people.
One possibility is to look at loosening work permit restrictions for financial and professional services.
