Paul Weatherall is the chair of the Liberal Vannin party and says his priority will be openness and transparency about how government decisions will affect constituents.
In a statement, he says the Island has had 'five years of dither and indecision', citing housing and local authority reform as some of his key issues.
The election is taking place on Thursday 24 September.
