Report says move would save £3.6m
The education minister says 'inefficient' primary schools are too valuable to their communities to close.
It's after an independent report was commissioned by the Council of Ministers to look at the structure of funding for education.
The review recommended 'rationalising' eight primary schools, which it claimed would save £3.6 million.
