Policy under consultation with local authorities
The Department of Infrastructure is looking to draw up a policy on fixed term tenancies for those in public sector housing.
Chris Thomas made the comments after he revealed just over half of tenants are on five-year fixed term tenancies.
Currently just under half of tenants in social housing are on a different form of contract.
