The Department of Infrastructure is looking to introduce legislation to increase the social housing income threshold.
Minister Michelle Haywood told the House of Keys local authorities currently follow 'guidance' to select who can be allocated a property.
It was also confirmed during the sitting that the department will be consulting with stakeholders about amendments to housing legislation and will be brought to Tynwald before the end of the year.
Dr Haywood said it's up to the individual local authorities to either allow officers to make the decision or set up a committee or joint board:
