It follows a failed appeal against a planning decision which blocked Dandara from building flats and a small hotel on the landmark Derbyhaven site.
Dandara has labelled the outcome as 'disappointing' but says it looks forward to producing a re-designed scheme to address concerns raised by the inspector.
