Treasury Minister Eddie Teare has responded on behalf of the government to the resignation of Policy and Reform Minister Chris Robertshaw.
Mr Teare says the Council of Ministers, which met this morning, is 'saddened and disappointed' at his departure.
Mr Teare is heading CoMin during the absence of Chief Minister Allan Bell, who is currently on sick leave.
A statement released after the meeting describes Chris Robertshaw as a man 'passionate in his convictions'.
It says he has 'worked tirelessly' to reform the Island's public services, to make them sustainable for the future.
Mr Teare said: "Managing change is always a challenge but, as the Budget tomorrow will show, real progress has been made and it will continue."
He confirmed a new Policy and Reform minister will be appointed.
