Chief minister believes a 'balance' is needed
The chief minister says government has taken no action to introduce laws to prevent industrial action in schools.

The NASUWT called off a planned walkout last week after an agreement was reached with the DESC for future talks.
However, as it stands, its members are due to undertake two days of strike action next month.
