
Chief Minister Allan Bell says changes in the way the Department of Social Care provides services must be looked at carefully before decisions are made.
Last week, the department said it had discussed a range of possible changes with its staff, including what it called “externalisation” of services.
Mr Bell says the moves are part of a review of the way the department provides services to those in need.
And he says those who use the services need considering as well as staff:
