New safeguards have been added to the Local Government Amendment Bill, after heavy criticism from local authorities.
Clause five initially proposed allowing the Department of Infrastructure to assign new functions to councils without formal consent or extra funding.
But the clause has since been changed so that local authorities must be consulted first.
In October, 16 called for the clause to be scrapped in its entirety.
