Tim Crookall spoke to the media for the first time earlier this week since his reappointment to DOI
The infrastructure minister believes the current administration is 'at its weakest point' at the moment following the recent cabinet reshuffle.
Last month, Chief Minister Alfred Cannan sacked Michelle Haywood as DOI minister and Alex Allinson from his role in treasury.
Tim Crookall and Chris Thomas have taken over the roles, respectively.
Speaking to Manx Radio earlier this week, Mr Crookall says some colleagues are still not happy following the changes, adding it will be a 'testing time' from now until the end of February:
