An app for booking rural bus trips in the North of the Island cost the Department of Infrastructure £28,700.
A further £2,860 was spent marketing the system.
The "MANNgo" app was launched in October and has been downloaded by 1,580 people.
That represents approximately 11% of the 14,000 people eligible to use the Connect Village scheme.
The figures were revealed in a Tynwald written answer from the infrastructure minister to Ayre and Michael MHK, Tim Johnston.
Eleven tender submissions were considered.
The average daily passenger numbers on the Connect Village scheme are currently 84.
