With the Department of Home Affairs assessing interest in the building and the commissioners inviting suggestions for future use, it may put on the open market.
However, while Mr Bell says commercial activity should not be ruled out, he feels it needs a vibrant scheme to stimulate cultural and economic activity.
Shortly before he retired from politics, Mr Bell brought the Arts Council, Manx National Heritage and the Department of Education together to consider setting up arts hub.
