Infrastructure minister says enforcement isn't the aim of the scheme
The infrastructure minister insists the introduction of more 20mph zones in residential areas isn't about issuing fines.
The project, which is expected to cost around £400,000, is largely focussed on signage rather than installing speed bumps or traffic islands.
Michelle Haywood says it's possible there will be changes to road layouts in the future if it's found additional traffic calming is needed.
But, she stresses enforcement isn't the priority:
